You cannot enroll for any more identity services.

This message appears when users are already enrolled in all the identity services configured within the policy:

To fix this issue, more MFA options would need to be added for the user to be able to add additional enrollments, which can be done by logging into the admin portal and going under Products to uReset and then editing the authentication rules for the policy in question (if you do not know the policy, you can you can look up the user in service desk to find out under enrollment options)

Once editing the policy, Google Authenticator will be added:

Once that is done, you can have the user try again and you should see this screen and from there the user can make changes to their enrollment by adding any additional MFA options:
