The enrollment process is required when using secret question authentication. Secret question authentication requires users to enroll with the system by selecting and answering one or more questions from a pool of available questions configured for them in Group Policy. If you only want to use mobile verification, you do not need to enroll using secret question authentication.
Specops Password Reset contains several notification options to remind users to enroll and encourage self-service. The notification method is controlled through GPO settings, with the default setting being the system tray notification balloon tip in the system tray.
